New Delhi: The Election Commission of India (ECI) has made remarkable progress in Bihar’s ongoing Special Intensive Revision (SIR) exercise. As of today, over 80% of the state’s electors have already submitted their Enumeration Forms (EFs).
The ECI has successfully established direct contact with nearly every elector in Bihar. Out of the total electors, 6.32 crore (80.11%) have submitted their Enumeration Forms so far.
This effort is part of a large-scale operation aimed at updating the electoral rolls ahead of the draft publication on 1st August 2025.
To fast-track the process, the Commission has deployed 77,895 Booth Level Officers (BLOs), with an additional 20,603 newly appointed BLOs now on the ground. These field teams are working under the close supervision of 38 District Election Officers (DEOs), Electoral Registration Officers (EROs) across 243 Assembly Constituencies, and 963 Assistant EROs (AEROs).
Political parties are also contributing significantly. Around 1.5 lakh Booth Level Agents (BLAs) have been appointed to support BLOs and ensure that no voter is left behind.
Special focus is being given to senior citizens, persons with disabilities (PwDs), and other vulnerable groups. Over 4 lakh volunteers have been mobilized to assist them.
The ECI has completed 100% printing of EFs and has nearly completed their distribution to electors who were found at their homes during BLO visits.
At the current pace, officials expect the majority of forms to be collected well before the 25th July 2025 deadline.
To be included in the draft rolls to be published on 1st August, electors must submit their EF along with eligibility documents. However, documents can be submitted separately until 30th August, the final date for filing claims and objections.
In a major technical upgrade, ECINet, a new verification module, has been fully activated. This integrated platform has replaced 40 earlier ECI apps. So far, 4.66 crore forms have been digitised and uploaded by BLOs through ECINet.
