Bihar SIR: Over 95% Voters Already Covered, Final Push On to Reach Remaining Electors

Special camps, fourth round of visits by BLOs underway; Draft Roll to be published on August 1

Patna: In a massive voter outreach effort, the Election Commission of India (ECI) has already covered 95.92% of Bihar’s eligible electors in the ongoing Special Intensive Revision (SIR) of the Electoral Rolls. With only six days left to complete the enumeration process, officials are working round-the-clock to include the remaining 32.23 lakh voters in the draft roll to be published on August 1, 2025.

As of June 24, 2025, Bihar has 7.89 crore electors. Of these, over 7.15 crore enumeration forms have been received—nearly 91% of the total. Digitisation of these forms is progressing steadily, with 88.25% already completed.

Despite this progress, over 41.6 lakh electors were found to be missing from their registered addresses during house-to-house visits by over 1 lakh Booth Level Officers (BLOs) and 1.5 lakh Booth Level Agents (BLAs). This includes:

  • 14.29 lakh probably deceased voters (1.81%)
  • 19.74 lakh who have likely permanently shifted (2.5%)
  • 7.5 lakh found enrolled at multiple places (0.95%)
  • 11,000 not traceable at all

The ECI is in mission mode, deploying its entire electoral machinery—including 4 lakh volunteers—to leave no voter behind. BLOs have already completed three rounds of door-to-door verification, and a fourth round is underway to contact those still left out.

To enrol urban voters who may have migrated temporarily, the Commission has set up special camps in all 5,683 wards across Bihar’s 261 Urban Local Bodies (ULBs). Information campaigns are being run across newspapers and other platforms to reach out to voters currently outside the state.

As per the ECI’s SIR order dated June 24, even after the draft roll is published, any errors, omissions, or wrongful inclusions can be corrected. Claims and objections may be filed until August 30, 2025, by any voter, political party, or BLA.

The Commission reiterated its commitment to ensuring that every eligible voter is included. Its motto remains: “No voter to be left behind.”
