MP Police Constable Skips Duty for 12 Years, Earns ₹28 Lakh Without Work

Major administrative failure exposed during routine salary review

Bhopal: In an astonishing case of administrative failure, a Madhya Pradesh Police constable recruited in 2011 managed to avoid all training and active duty for over 12 years, while quietly drawing ₹28 lakh in salary without doing a single day of work.

According to ACP Ankita Khaterkar, the constable was initially posted to Bhopal Police Lines and instructed to report to the Sagar Police Training Centre. But he never turned up for training. Instead, he returned to his hometown in Vidisha and vanished from active service.

Salary without service
Despite his complete absence, his name remained on official police rolls, and his salary continued to be credited every month without interruption.

He did not attend roll calls, file reports, or carry out any policing duty. Yet, his 12-year absence went unnoticed by both the training centre and his Bhopal unit.

Discovered in 2023 review
The fraud only came to light in 2023, when the police department conducted a routine pay grade evaluation for the 2011 batch. During the process, officers could not find any service record or attendance logs for the constable.

His name triggered red flags when no one could verify his presence or duties over the past decade. The matter was referred to ACP Khaterkar of TT Nagar for investigation.

Mental illness claim
When confronted, the constable claimed he had been suffering from psychiatric problems for all these years. He even produced medical documents in support of his claim.

However, authorities discovered that the training centre never marked him absent and because he had joined separately from his batch, no proper joining record existed.

Suspended after probe
A preliminary investigation confirmed the long-term absence. The constable was briefly posted to Nehru Nagar Police Line, but was soon suspended. A departmental inquiry has been ongoing for the last 10 months.

DCP (Headquarters) Shraddha Tiwari called it a serious case of systemic negligence. She said that strict action will be taken against the constable and disciplinary proceedings will also be initiated against officials who failed to notice the fraud.

“This is a clear case of systemic negligence, and those responsible will be held accountable,” she said.

Questions on police monitoring
The bizarre case has exposed deep flaws in the internal checks and tracking systems of the Madhya Pradesh Police.

That a constable could draw full salary without training or service for over 12 years has embarrassed the force and highlighted the urgent need for reforms in record-keeping, accountability, and staff monitoring.

As the inquiry continues, both the public and senior officials are demanding strong disciplinary action and a complete overhaul of internal auditing procedures to prevent such shocking lapses in future.
