Patna/ New Delhi: The Bihar Special Intensive Revision (SIR) 2025 exercise is witnessing strong ground-level implementation. Booth Level Officers (BLOs) have completed their first round of door-to-door visits in nearly 1.5 crore households, distributing more than 87% Enumeration Forms to electors as part of the Election Commission’s large-scale voter list update drive.

What is SIR 2025?
The Special Intensive Revision (SIR) is an electoral roll update exercise being carried out in Bihar to ensure every eligible citizen is enrolled to vote. It includes door-to-door visits, form distribution, and document verification by BLOs under the Election Commission of India (ECI). The campaign also seeks to weed out ineligible voters, such as deceased persons or duplicates.
This exercise is crucial ahead of the 2025 Bihar Assembly Elections and aims at preparing clean, inclusive, and updated voter rolls.
BLO Visits Completed: A Big Milestone
BLOs have successfully covered 1.5 crore households in the first round, despite logistical challenges such as:

Each BLO is expected to conduct three visits to the homes of electors to ensure maximum coverage. The current 87% distribution rate is expected to improve as further visits continue.

Political Parties Playing Active Role
A total of 1,54,977 Booth Level Agents (BLAs) have been appointed by different political parties to assist in the SIR process. Their key responsibility is to help verify forms, ensure genuine electors are covered, and submit certified forms.

Each BLA can submit up to 50 certified forms per day, acting as a crucial link between citizens and the Election Commission.
Inclusion First: 38 Lakh Forms Already Collected
Over 38 lakh signed Enumeration Forms (about 5% of total forms) have already been received and collected by BLOs. These early submissions are a sign of public engagement and the seriousness of the process.
ECI has consistently emphasized the “Inclusion First” approach—ensuring no eligible person is left out, and no ineligible name stays on the rolls.
Verification Process and Key Deadlines
After form submission, the document verification process begins. This includes checking attached proofs (address, age, citizenship) and cross-checking with existing data.
