Initial Phase of Bihar SIR Completed Smoothly

1.69 Crore Forms Collected; No Change in Instructions, Clarifies ECI

Patna:  The first phase of Bihar’s Special Intensive Revision (SIR) of electoral rolls has been successfully completed. Enumeration Forms have been printed and distributed across the state. The Election Commission has clarified that there is no change in the official SIR process or guidelines, as rumoured by some sources.

As of 6 PM today, 1.69 crore Enumeration Forms have been collected. This accounts for 21.46% of Bihar’s total 7.90 crore enrolled voters (as of June 24, 2025). In just the last 24 hours, over 65 lakh forms have been received, showing the rapid pace of the process.

The form distribution phase is almost over, and forms have reached most voters available during the BLO visits.

The uploading of forms has also begun in full swing. So far, 7.25% of the forms have been uploaded on the ECINET system. Voters can also download partially filled forms from the ECI Portal or the ECINET App, fill them, and upload them directly.

The Election Commission confirmed that the SIR is being conducted strictly as per the official instructions dated June 24, 2025. Names received through the Enumeration Forms will be included in the draft electoral rolls, which are scheduled for publication on August 1, 2025.

Voters can still submit their forms and documents till July 25, 2025. After the draft rolls are published, any missing documents can be submitted during the Claims and Objections period, as per the normal process.

To carry out the work, 77,895 Booth Level Officers (BLOs) are visiting households. Many are also clicking live photographs of voters during the visit to speed up the process.

An additional 20,603 BLOs are being deployed to ensure the smooth completion of the SIR exercise. They are being supported by around 4 lakh volunteers, including government officials, NCC cadets, NSS members, and others, who are helping the elderly, persons with disabilities, and other vulnerable citizens.

The operation is being closely monitored by 239 Electoral Registration Officers (EROs), 963 Assistant EROs, 38 District Election Officers, and the Chief Electoral Officer (CEO) of Bihar. The EROs are covering all 243 Assembly Constituencies in the state.

Also actively assisting in the process are 1,54,977 Booth Level Agents (BLAs) appointed by various political parties.

With 19 more days left for the submission deadline, officials are confident of wide voter participation and smooth completion of the SIR.
